Review COM(2012) 793 Customs Risk Management and Security of the Supply Chain. (CORE1001)

Summary: The purpose of this Communication is to: (i) review the implementation of customs risk management policy; (ii) put forward a strategic approach for the years ahead; (iii) make recommendations for action with a focus on efficient deployment of resources. Effective risk management of the movement of goods through the international supply chain is critical for security and safety and essential to facilitating legitimate trade and protecting the financial and economic interest of the EU and its Member States. There are critical challenges to be tackled and these cannot be fully resolved at Member State level but require EU action to complement and reinforce the efforts made at national level. Summary: This review on reference project focuses on: COMCIS (Collaborative Information Services for Container Management), which was an EU research project focusing on facilitating the development of interoperable communication channels between businesses and authorities, with the use of electronic messages and state-of-the-art communication infrastructure. An important infrastructural component of the COMCIS unified interoperability layer is the Single Point Data Interchange (SPDI) component. The author of the review is Konstantinos Vasileiou, ILS. Review on FP7-project IMCOSEC (CORE3001)

Summary: This is review on reference projects / specifying reusable outputs, on FP7-project IMCOSEC. The research in IMCOSEC (Integrated approach to improve the supply chain for container transport and integrated security simultaneously) was on following two conflicting trends in years before the project started: the elimination of trade barriers to ensure free trade, and increasing security demands to counter the threat of terrorism mainly. Authorized Economic Operator (AEO) & Mutual Recognition Agreements (MRA) –study for the Royal Thai Customs (RTC)

This article is about Assisting Royal Thai Customs, RTC, to improve the popularity of the Thai AEO program among the economic operators; as well as about guiding RTC in preparing for a future AEO MRA negotiations, primarily with the European Commission Directorate General of Customs and Taxation. Dr. Daniel Ekwall from Sweden is a well-known researcher in the field of supply chain security, including in cargo theft with the many curiosities linked to it. In this interview Daniel shares his views on crime displacement – i.e. what may happen when security is increased in one spot of a supply chain – both from theoretical and from practical perspectives. Within the CORE-project this is relevant information at least for the Risk-cluster, and for WP19 on education and training. Read more
